As Late Chairman Kao-Huei Cheng passed away, the Board of Southern Taiwan University of Science and Technology announced the appointment of Mr. Yu-Bo Hou as a new director. All the directors of the Board recently unanimously elected Dr. Hsin-Hsiung Chang as the new chairman and approved by the Ministry of Education to be the fifth chairman of Southern Taiwan University of Technology. Mr. Yu-Bo Hou, the newly appointed director, currently serves as the director of Tainan Textile Company, Unity Enterprise Company, and Nan Di Chemical Company. He has rich experience and great performance in business management and is very concerned about education.

Dr. Hsin-Hsiung Chang, the newly appointed chairman of Southern Taiwan University of Science and Technology, was unanimously elected by the board of directors. He had a bachelor of International Trade from National Chengchi University, a Master of Business Administration, and a Ph.D. in Agricultural Economics from Tokyo University of Agriculture in Japan. He once worked in Taiwan's largest enterprise group—Formosa Plastics Corporation—as a special commissioner in General Manager Office before he became a professor at National Cheng Kung University Institute of Industrial Management. He has rich experience in business management, international marketing, sales management, marketing management, with great academic performance and knowledge. In 1986, he was appointed as Vice President of Naitai Technical College. In addition to improving the school’s hardware and campus, he had more other contributions, being the first to recruit teachers with doctoral degree to technical college. It was he who laid the foundation for the future development of Southern Taiwan University of Science and Technology. In 1989, as his ability to promote the school was greatly recognized by the board of directors, he was elected the president. He upheld the goal of the board of directors as “running a first-class university" and put forward the principles of "forward-looking", "reasonableness", "efficiency", "speeding up", and “tracking system." He treasured the spirit of enterprise and demanded that "everything be done to the best." This has been his philosophy to run the school.
Dr. Chang believes that education is a long-term initiative. In his 18 years as president of Southern Taiwan University of Science and Technology (1989-2007), he selflessly dedicated himself to the school, holding on to the principle of “taking from students to benefit students.” Following the principle of "running a first-class university and a whole person education,” he worked very hard and had brilliant performance. In 1994, all the academic and administrative units of Naitai College won the best in the evaluation held by the Ministry of Education. In 1999, Naitan College became the first private technical college turned into a university. It has been a legend for the sphere of education and often mentioned by a lot of people as a model.

In 1999, Dr. Chang won the "Guo-Ding Li Management Medal" by the Management Science Association of the Republic of China. In 2001, he was awarded the 15th "Hong Kao Award" of the ROC Private Education Association. In 2003 and 2006, he was awarded the titles of "Outstanding Contribution Award for Technical and Vocational Education" and the "Lifelong Honors Award for Technical and Vocational Education" by the ROC Institute of Education presented the. Dr. Chang was elected as Chairman of the Chinese Association of Service Management during the years from 2006 to 2012. In 2009, he was given the “Honorary Doctor of Philosophy” in Japan. In 2012, he won "Outstanding Contribution to Technical Education Award" from the Ministry of Education.
Chairman Chang said that with the support of the board of directors, the appointment of the chairman would give him a great sense of responsibility in addition to the feeling of being honored. Faced with the ever-changing educational environment and the challenges that follow, Chairman Chang will inherit the great traditions of the past and uphold the concept of "conscientious running of schools," continuing his full support to the development of school affairs. He hopes that all those predecessors in higher educational continue to give priority to the South Taiwan University of Science and Technology, with more guidance and encouragement for him to make the greatest contribution to the education in Taiwan.
