STUST School Foundation held a board meeting a few days ago to elect Dr. Hsin-Hsiong Chang as the chairman of the board with a high-rate vote, who was later approved by the Ministry of Education on January 7, 2022, as the chairman of the 16th Board of Directors of the STUST School Foundation.

It was Dr. Hsin-Hsiong Chang, Chairman of the board of director, who led STUST to become a top university of science and technology. As a native of Tainan, Chairman Chang holds a bachelor's degree in international trade and a master's degree in business administration from National Chengchi University and a doctorate in agricultural economics from Tokyo Agricultural University. He served as the senior commissioner of the General Management Office of the General Management Office of Formosa Plastics, the largest enterprise group in Taiwan; he also worked as an adjunct professor at the Institute of Industrial Management, National Cheng Kung University. In 1975, he was appointed as the vice-president of Nantai Technical College. In addition to his many contributions to improving the school's hardware construction and campus beautification, he also introduced doctoral-level teachers to improve faculty quality, laying a solid foundation for the future of STUST—the foundation of excellent teachers as it became a university of science and technology. In 1978, STUST’s ability to promote school affairs was recognized by the school’s board of directors, and Dr. Chang was promoted to be the president. Adhering to the board’s goal of managing a “first-class university”, Dr. Chang proposed to introduce the enterprise spirit of “forward-looking,” “reasonable,” “efficiency,” “speed,” and “tracking,” running the school with the business philosophy of "doing the best in everything."

Chairman Chang is convinced that education is a century-long plan. During his 18-year tenure as the president of STUST (1989-2007), he continued the spirit of selfless dedication of "taking students and using them", and upholding "whole-person education" , The concept of "first-class universities" has been very successful in running schools. In 1983, there were 8 units in the five majors of industry in STUST and 3 units of administration, educational affairs, and academic affairs, all of which were rated as the first class (best class) by the Ministry of Education. In 1984, there were six commercial disciplines. It was ranked first in the evaluation, and ranked first in the country with the evaluation results of the most unpopular National Taipei Technical College at the time. Because of its superior performance in the Republic of China in 1985, it became the first school in the country to be upgraded to a technical college. In 1988, it changed its name from the first leading “public” and “private” technical college to the University of Science and Technology, successfully transformed into the most distinctive and excellent university of science and technology in the country, and became a model for running schools of various technical colleges. This legendary forebear in education is often talked about by education and all walks of life, and some graduate students take the outstanding achievements of Chairman Zhang as the subject of their research.

In 1999, Chairman Chang was awarded the "Guo-Ding Li Management Medal" by the Management Science Association of the Republic of China. In 1990, he won the 15th "Hongdao Award" of the Private Education Association of the Republic of China. The Institute of Education awarded the "Outstanding Contribution Award for Technical and Vocational Education" and the "Lifetime Honor Award for Technical and Vocational Education." From 2006 to 2013, he was elected as the chairman of the Chinese Service Management Association. In 2009, he was awarded an honorary doctorate by Soka University in Japan. In 2012, he was awarded the "Outstanding Contribution Award for Technical and Vocational Education" by the Ministry of Education. This proves that Chairman Chang's outstanding achievements in many aspects of school management are generally recognized and respected in Taiwan and the international community.

Chairman Chang said that, thanks to the love of the board of directors, he was appointed as the chairman of the board. In addition to being honored, he felt a great responsibility. In the future, he will continue to uphold the fine tradition of running a school with conscience and the spirit of selfless dedication of the previous board of directors, as a strong backing for the vision of STUST to become a first-class international university, urging STUST to improve teaching quality and providing high scholarships to attract outstanding students to STUST. With a view to cultivating talents with an international outlook, he emphasizes both practice and theory and master future technology and humanistic qualities. Chairman Chang also said that in recent years, STUST has invested heavily in teaching and research equipment for emerging technologies such as 5G, AI, electric vehicles, and metaverse (which uses VR or MR equipment for people to interact with each other in a three-dimensional manner). In addition, it is developing, together with the Metal Industry Research and Development Center, battery management systems, automatic steering systems, charging piles, and other technologies. It has cooperated with other manufacturers to develop electric vehicle components. The College of Business is developing and using AI robots to provide well-known drugstore flagship stores for escort services. In cooperation with Chi Mei Medical Center, STUST is developing AI biomedical technology, and has used VR and MR technology in Tainan Cultural and Creative Park to create the "Fucheng Fantasy," "Virtual Feast" exhibition, and "Fucheng Magic Mirror" to show the ancient style of Tainan, which will be completed in 2-3 months. In the future, an automated "smart manufacturing base" with the only 5G intra-campus private network in the south will be built to develop high-tech products, such as 5G and AI. The College of Digital Design also plans to use metaverse technology to develop long-distance social activities (such as long-distance 3D meetings, fitness teaching, virtual concerts, etc.) to provide teachers and students with teaching opportunities for emerging technologies, and to develop cutting-edge technologies and cultivate Talents with an international perspective, in order to attract more excellent teachers and students to join the school's research team. Finally, Chairman Chang hopes that all the advanced scholars and seniors in the educational field, as well as friends from the media, can continue to give more guidance and encouragement to STUST, taking responsibility for Taiwan's education.
