  STUST and Anping Industrial Zone held the 2023 On-the-job Training Seminar for Immigrant Workers in Manufacturing Industry    2023/7/12    

 

STUST, the Ministry of Education, the Ministry of Labor, and the Ministry of Economic Affairs are promoting policies to address the impact of declining birthrates on college enrollment and labor issues. Recently, STUST invited the Yongkang Employment Service Center of the Labor Development Department of the Ministry of Labor, the Anping Industrial Zone Service Center of the Industrial Bureau of the Ministry of Economic Affairs, and the Anping Manufacturers Association of Tainan City to jointly hold the the 2023 On-the-job Training Seminar for Immigrant Workers in Manufacturing Industry in Anping Industrial Zone.

About 25 companies from various regions in Tainan and the Anping Industrial Park were invited to participate in this event. Through the dual promotion of the "Government Immigrant Workers' Talent Retention Policy" and "STUST's On-the-job Training Channel for Immigrant Workers," the event built connection the industry and brought 60,000 young immigrant workers in the Tainan area for advanced training and transformation into mid-level white-collar workers, realizing the vision of "employers being able to retain excellent immigrant workers," "immigrant workers staying in Taiwan permanently," and "getting rid of their status as an immigrant worker."

STUST is a dedicated to guiding the digital transformation of enterprises in Anping Industrial Zone from 2011 to 2022. It upholds the long-term partnership and strengthens the spirit of serving the enterprise. Led by R&D Chief Cong-yuan Guo, Deputy R&D Chief Shu-chiang Guan, and Director Sheng-shiong Chang of the Further Education and Extended Education Department, Dean Zhen-chian Wang of the College of Engineering, and Director Sheng-Chang Wang of the Mechanical Engineering Department Director Ming-tsun Tsai of the Electrical Engineering Department, and Associate Professor Li-yang Wang of the Electronic Engineering Department worked together with Director Jin-jie Huang of the Anping Industrial Zone Service Center of the Ministry of Industry Bureau, and Chairman Cheng-kun Zheng of the Anping Manufacturers Association of Tainan City, offering strong support to the on-the-job training briefing for migrant workers in the manufacturing industry in Anping Industrial Zone, providing course planning plans for various departments.

In order to solve the problem that skilled immigrant workers in the industry are limited to 12 years of work and unable to stay in Taiwan to continue serving, the government promotes the "Program for Immigrant Workers Retaining Talents for Long-term Employment," which provides support for migrant workers to further their training by reducing the additional employment security fee by half, or by providing a 1:1 increase in employment benefits for migrant workers after further training. STUST cooperates with government policies and combines the Department’s tailor-made classes on immigrant workers promotion education credit and immigrant worker on-the-job training class for the manufacturing industry. They enter the company's premises and start the classes. They offer the immigrant workers with a junior high school education a promotion education credit class to obtain a high school degree.

President Cheng-wen Wu of STUST said that under the trend of declining birth rate and aging population, manpower shortage will lead to problems such as a decrease in the number of enrolled students, insufficient industrial labor supply, and difficulties in the development of national key industries. STUST has long established good industry-university partnerships between industry and academia. In the future, through the connection of industry-government-academia resources, STUST will continue to strengthen the regional industry-university link, practice its university’s social responsibility and cultivate the development and upgrading of the real estate industry. Outstanding migrant workers will continue to be promoted to study at STUST. Its advanced training program will continue to strengthen the attraction of diverse outstanding talents to stay in Taiwan, stabilize the influx of industrial and technical talents, enhance the competitiveness of enterprises, and jointly creates a win-win benefit for the government, industry and academia.
