Subject: NSTC and the French National Cancer Institute are jointly soliciting proposals for bilateral collaborative research projects (3-4 years) for 2027. The first phase of applications will be accepted by INCa until November 3, 2025.

Explanation:
1. Pursuant to the Memorandum of Understanding signed between NSTC and INCa, this association will subsidize Taiwanese researchers to participate in the French PLBIO program. The collaborative areas are original knowledge or cutting-edge technological research related to cancer (which may include cognitive science), but translational research, clinical trials, and epidemiology and public health research are excluded.
2. The tentative implementation date of the proposed program is January 1, 2027. The application process consists of two phases: a "Letter of Intent" and a "Full Proposal." In the first phase, the French project leader and the Taiwanese project leader will submit a letter of intent through the INCa online application system. After initial review by INCa, the Association will invite Taiwanese project leaders who have passed the first-stage EOI review to submit a full Phase II proposal to the Association. French project leaders will submit a full Phase II proposal to INCa. The relevant procedures will be subject to INCa announcements.
