1. This matter is handled in accordance with the Ministry of Education’s “Guidelines for Urine Screening and Counseling of Designated Personnel at All Levels of Schools” and its letter dated September 17, 2026 (Ref. No. Tai-Jiao-Xue (5) 1152803976).
2. The screening of designated personnel is an important preventive measure for student drug abuse prevention. In accordance with the aforementioned guidelines, the school is requested to complete the identification and registration of all categories of designated personnel within three weeks after the beginning of the new semester. Any changes in the list during the semester should also be updated promptly.
3. To improve the management of designated personnel and the effectiveness of follow-up counseling under the Chun-Hui Program, please refer to the Assessment Guidelines for Designated Personnel and, within the aforementioned deadline, enter the list of designated personnel into the “Drug-Abusing Student Counseling and Follow-Up Management System” and complete the review process.
4. If any student is involved in an offense stipulated under the Narcotics Hazard Prevention Act, the student must immediately be included in the designated personnel roster for monitoring, and the “Drug-Abusing Student Counseling and Follow-Up Management System” must be updated accordingly. In addition, the provisions of the “Guidelines for Educational Institutions to Assist Law Enforcement Agencies in Drug Trafficking Investigations and Source Tracing” shall be implemented. Relevant information concerning the source of drugs should be investigated and promptly submitted to the Ministry of Education.
