[MOE Notification] Faculty and Students Advised Not to Participate in Activities Organized by the "Chinese Kunpeng Association"

1. This announcement is based on the correspondence from the Mainland Affairs Council (No. 1149905304 dated May 26, 2025, and No. 1149903389 dated April 29, 2025), and the Ministry of the Interior (No. 1140283582 dated May 16, 2025).

2. According to the aforementioned documents, the “Chinese Kunpeng Association” has been recruiting Taiwanese students to participate in exchange visits and sightseeing tours in Mainland China. These activities are hosted and sponsored by Mainland authorities and have been found to be part of long-term efforts aligned with China’s United Front strategies. Participants are invited to attend politically motivated camps and are provided with course materials and presentation slides that contain specific political content. Reports from Mainland China indicate that the events are organized by the Taiwan Straits Exchange Center, a subsidiary organization under the Taiwan Affairs Office of the PRC.

3. Although the association has been officially dissolved by the Ministry of the Interior, it has been found to continue organizing and promoting such events. This may constitute a violation of Article 61 of the “Civil Associations Act,” which prohibits any dissolved group from continuing its activities under its former name. Violation of this law may result in imprisonment of up to two years or detention for the organizers.

In light of concerns regarding student safety and educational rights, we kindly request all faculty and students to refrain from participating in any activities organized or promoted by the Chinese Kunpeng Association to avoid potential legal or political risks.
