Regarding the personnel review for designated individuals in the first semester of the 114th academic year, all units are requested to cooperate accordingly.

1.In accordance with the Ministry of Education's amended and promulgated guidelines titled “Urine Screening and Counseling Procedures for Designated Personnel in Schools at All Levels”, issued on May 1, 2023 (Ref. No. 1122801946A), and the official letter dated July 24, 2025 (Ref. No. 1142803363), this matter is to be handled accordingly.

2.The review of designated personnel is a key preventive measure in combating student drug abuse. All units are requested to identify and compile a list of designated personnel within the first three weeks of the new semester (by September 26, 2025) in accordance with the aforementioned guidelines. Any changes in personnel during the semester should also be updated promptly.

3.To improve the management of designated personnel and the tracking effectiveness of Chun-Hui counseling cases, all units should apply the Designated Personnel Assessment Reference Guidelines, complete the submission of the List of Designated Personnel in the Student Drug Abuse Counseling and Tracking Management System, and complete the review process within the specified deadline.

4.If a student is found to be involved in criminal activities under the Narcotics Hazard Prevention Act, they must be immediately added to the list of designated personnel and the case updated in the Student Drug Abuse Counseling and Tracking Management System. Schools must also follow the Reporting Procedures for Educational Institutions Assisting Police and Prosecutors in Drug Investigation and Source Tracing, forwarding drug source intelligence directly to the Ministry of Education.

5.Given the recent rise in police seizures of e-cigarettes containing drugs, if any unit discovers suspected drugs or equipment used in the manufacturing or consumption of drugs, they must follow the Ministry of Education's letter dated November 30, 2023 (Ref. No. 1120117074) and report in accordance with the Ministry of the Interior National Police Agency's Investigation Procedures. Cases should be reported to the Criminal Investigation Division and the Ministry of Education, and all related information must also be compiled and filed through the campus safety reporting system.
