1.This matter is handled in accordance with the Ministry of Education letter dated January 29, 2026 (Ref. No. Tai-Jiao-Xue (5) 1152800451) and the amended and promulgated Guidelines for Urine Screening and Counseling Operations for Designated Personnel in Schools at All Levels issued on May 1, 2023 (Ref. No. Tai-Jiao-Xue (5) 1122801946A).
2.The screening of designated personnel is an important preventive measure in the prevention of student drug abuse. Class advisors and department chairs are requested to complete the identification and registration of all categories of designated personnel within three weeks from the start of the new semester in accordance with the above-mentioned guidelines. Any additions or changes to personnel during the semester should be updated promptly.
3.To enhance the effectiveness of designated personnel management and Spring Sunshine (Chun-Hui) counseling case tracking, please, within the aforementioned timeframe, concurrently complete the reporting and review of the designated personnel roster in the Student Drug Abuse Case Counseling and Tracking Management System.
4.If any student is involved in criminal offenses listed under the Statute for the Prevention and Control of Illicit Drugs, the student must be immediately included in the designated personnel roster and the Student Drug Abuse Case Counseling and Tracking Management System must be updated accordingly. In addition, the Guidelines for Educational Units Assisting Law Enforcement in Drug Investigation and Source Tracing Notifications shall be fully implemented, and relevant information regarding drug sources shall be submitted directly to the Ministry of Education.
5.In recent years, electronic cigarettes have become a major carrier of emerging drugs. All units are requested to strengthen guidance and counseling. If suspected drugs or equipment used for manufacturing or using drugs are discovered, please follow the investigation procedures forwarded to the National Police Agency of the Ministry of the Interior as stipulated in the Ministry of Education letter dated November 30, 2023 (Ref. No. Tai-Jiao-Xue (5) 1120117074), report to the Criminal Investigation Corps, and submit the information to the Ministry of Education. Relevant details should also be compiled and reported through the campus security reporting system.
