ITRI implements NSTC's Industry Talent Development Program, focusing on assisting foreign master's and Ph.D degree holders who are about to enter the workforce. The program matches them with enterprises in need, helping to drive business development and the internationalization process.

In 2025, four talent career-matching events for foreign master's and Ph.D degree holders will be held across Northern, Central, and Southern Taiwan, aiming to facilitate employment opportunities and career-matching.
