一、競賽主題為「雙軸轉型 綠色成長」，徵件構面分為以下四個面向：
(一) Digital Empowerment│數位賦能
(二) Carbon Tech│淨零轉型
(三) Innovation Economy│創新經濟
(四) Balanced Development│均衡發展

二、參賽對象分為「政府機關及其人員」與「非政府機關人員」，前者得以機關或個人名義參賽並提案，後者須提出與活動議題相關之明確提案並組成團隊。

Eligible participants are divided into "Government agencies and their personnel" and "Non-government personnel." Government participants may enter and submit proposals either on behalf of their agency or individually, while non-government participants must submit a clear proposal related to the event topics and form a team.
