一、教育部為推動「青年百億海外圓夢基金計畫」,鼓勵各界結合國際組織、機關(構)及專業場域等資源,共同開發多元且具品質之海外圓夢機會,協助青年拓展國際視野、累積專業實務經驗,並將所學回饋社會及國家發展。歡迎本校各單位依業務及專業領域,自行洽尋適宜之國際組織、機關(構)或相關專業場域,研擬合作計畫,提供青年海外圓夢機會。

二、合作計畫提案原則如下:

提案單位:本校各行政及學術單位。
合作對象:適宜之國際組織、機關(構)、專業據點或特定工作場域等。
計畫方向:以深化青年國際視野、累積專業實務經驗為核心,並以培訓、服務、見學、實習及交流等深度參與方式為原則。
計畫內容:可依各單位專業及合作對象之特色,規劃適合青年參與之海外圓夢機會。
辦理梯次:本次徵集為116年度第2梯次 ,預定於116年7月起出發。

三、提案資料送件方式

校內收件截止時間:115年10月12日(星期一)。
送件方式:本案由各單位自行開發合作機會,並與合作對象洽訂合作計畫。請各單位完成合作計畫後,將教育部指定格式之合作計畫及相關資料以電子郵件寄送至國際事務處承辦信箱:galiciakuo@stust.edu.tw。國際事務處將統一彙整本校合作計畫,並依教育部規定辦理後續提送事宜;後續計畫是否獲教育部採納及實際辦理,依教育部審查及相關規定辦理。

四、教育部提供之「圓夢機會開發原則」及「合作計畫格式」係供合作單位提案及校內作業參考。依教育部來文規定,相關文件不公開於網站供青年參閱。如各單位有意提案,請洽國際事務處(galiciakuo@stust.edu.tw)索取相關資料及了解提案規範。

1. Program Overview

To promote the Taiwan Global Pathfinders Initiative (TGPI), the Ministry of Education (MOE) encourages institutions to collaborate with international organizations, institutions, professional organizations, and other relevant partners to develop diverse and high-quality overseas opportunities for young people. The Initiative aims to broaden young people’s international perspectives, enhance their professional and practical experience, and encourage them to contribute what they have learned to society and national development.

All administrative and academic units at STUST are welcome to identify suitable international organizations, institutions, or professional partners within their respective fields and develop collaborative project proposals that provide meaningful overseas learning and development opportunities for young people.

2. Guidelines for Project Proposals

Eligible Proposing Units: All administrative and academic units at STUST.
Potential Partners: Suitable international organizations, institutions, professional organizations, specialized facilities, workplaces, or other relevant entities.
Project Focus: Projects should focus on broadening young people’s international perspectives and providing professional and practical experience through meaningful participation, such as training, service, study visits, internships, and exchange activities.
Project Content: Proposing units may design overseas opportunities appropriate for young participants based on their professional expertise and the characteristics of their partner organizations.
Program Round: This call is for the second round of the 2027 TGPI, with overseas activities expected to commence from July 2027.

3. Submission Procedures

STUST Internal Submission Deadline: Monday, October 12, 2026
Submission Method: Each proposing unit shall independently identify potential collaborative opportunities and coordinate with its partner organization to develop a project proposal. Upon completion, please submit the collaborative project proposal using the format prescribed by the MOE, together with any relevant supporting documents, via email to the Office of International Affairs at galiciakuo@stust.edu.tw.

The Office of International Affairs will consolidate all proposals submitted by STUST units and forward them to the MOE in accordance with the prescribed procedures. The final selection and implementation of proposed projects will be subject to the MOE’s review and applicable regulations.

4. Proposal Documents and Further Information

The MOE’s Guidelines for Developing Overseas Dream Opportunities and Collaborative Project Proposal Template are provided solely for project development and internal administrative reference. In accordance with the MOE’s instructions, these documents will not be made publicly available on the University website for viewing by prospective youth participants.

Units interested in submitting a proposal are requested to contact the Office of International Affairs at galiciakuo@stust.edu.tw to obtain the relevant documents and further information regarding the proposal requirements.
