一、依據健康署函文表示，因應菸害防制法部分條文修正草案規定，「持有」電子煙將屬違法行為，以及草案訂有1個月之緩衝期，為使民眾得以處理違法物品，並避免隨意棄置危害環境，爰已於全國設「電子煙回收桶」據點，提供「持有」電子煙之民眾自主投遞。
二、電子煙回收據點計431處，如附件。投遞須知如下：
(一)回收期限：自本年9月7日起，至菸害防制法修正條文施行後1個月止（緩衝期屆滿）。
(二)全程不記名：投遞時無須具名及提供任何個人資料。
(三)投遞時間：各回收點機關之上班服務時間。
(四)安全提醒：請確認機身與煙油已妥善包裝，以避免煙油外漏或碰撞產生危險。

According to a notice from the Health Promotion Administration, the draft amendments to certain provisions of the Tobacco Hazards Prevention Act stipulate that the possession of e-cigarettes will be considered illegal. The draft also provides for a one-month grace period to allow the public to properly dispose of prohibited items and prevent improper disposal that could harm the environment. Therefore, e-cigarette collection bins have been established at designated locations nationwide to allow individuals possessing e-cigarettes to voluntarily dispose of them.

2. There are 431 e-cigarette collection sites nationwide, as listed in the attached document. The disposal guidelines are as follows:

(1) Collection period: From September 7, 2026, until one month after the amended provisions of the Tobacco Hazards Prevention Act take effect, when the grace period ends.

(2) Anonymous disposal: No name or personal information is required when disposing of e-cigarettes.

(3) Disposal hours: During the regular office hours of the government agency or organization operating each collection site.

(4) Safety reminder: Please ensure that the device and e-liquid are properly packaged to prevent e-liquid leakage or hazards caused by impact.
